Chairman Moran Introduces Legislation to Overhaul Acquisition Activities at VA
WASHINGTON – U.S. Senator Jerry Moran (R-Kan.) – chairman of the Senate Committee on Veterans’ Affairs – recently introduced legislation to overhaul the acquisition structure at the Department of Veterans Affairs (VA).
By establishing a centralized Office of Acquisition and Innovation, the Acquisition Reform and Cost Assessment (ARCA) Act of 2025 would better define major acquisition programs at VA, streamline oversight and contracting processes, enhance accountability through independent evaluations and reporting and improve training for VA staff.
“VA is responsible for providing countless services for veterans and VA beneficiaries in Kansas and across the country, which requires the appropriate tools and transparency for success,” said Sen. Moran. “This legislation restructures VA procurement by unifying management, boosting transparency and innovation and strengthening staff development to make certain VA remains efficient and effective in delivering for veterans and their families and doing right by taxpayers.”
Sen. Moran previously co-led similar legislation with former Sen. Jon Tester to address issues and findings from both the Government Accountability Office (GAO) and the VA Office of Inspector General (OIG) that VA would benefit from a reformed acquisition process.
